Rodriguez wanted to reemphasize to Sarabyn that Koresh knew ATF was on its way; they’d be waiting when the cattle trailers full of agents arrived. The operation had to be called off. He got into his car and raced toward the TSTC command post: “I wanted to have a more lengthy conversation with him [Sarabyn] about the events.”

Out on the TSTC runway, Sarabyn consulted with operation commander Phil Chojnacki, who was preparing to fly out to Mount Carmel and observe the raid from above in one of the three National Guard helicopters. The ’copters were warming up for the flights, and the roar of their rotors made conversation difficult. The ATF leaders moved about fifty feet away. Sarabyn told Chojnacki that Rodriguez reported that Koresh knew raiders were coming, but the undercover agent added that Koresh was shaking and reading the Bible. Based on what Rodriguez told him, Sarabyn said, Koresh wasn’t ordering anyone in Mount Carmel to do anything to prepare for an assault. Chojnacki wanted to know if Rodriguez had seen any guns. Sarabyn said that he hadn’t. Chojnacki asked Sarabyn’s opinion of what should be done, and Sarabyn said that he believed the operation could still be executed successfully, if they hurried. Chojnacki replied, “Let’s go.” Sarabyn left for the Bellmead staging area. His discussion with Chojnacki lasted about three minutes.

Seven months later, the Treasury Department’s report on the ATF’s now notorious raid on Mount Carmel included speculation on why Chojnacki and Sarabyn allowed the operation to continue after they learned that the element of surprise was lost. Investigators concluded,
